A chieftain of the All Progressives Congress (APC) and current Chief Whip of the Cross River State House of Assembly, Rt. Hon. Hilary Ekpang Bisong, has formally declared his intention to contest for the Ikom/Boki Federal Constituency seat in the 2027 general elections.

In a detailed “Formal Letter of Intent” dated April 18, 2026, Bisong addressed party leaders, stakeholders, and residents of Ikom and Boki, stating that his decision was driven by extensive consultations and a deep reflection on the challenges facing the constituency.

“This declaration is not the product of political ambition alone. It is the product of listening, deeply and honestly  to the voices of our people,” he said.

GROUNDING IN EXPERIENCE AND PARTY LOYALTY

Bisong, a former Deputy Leader and three-term member representing Boki II State Constituency, acknowledged the leadership of Cross River State Governor, Senator Bassey Otu, praising his administration for restoring direction and stability in the state.

He reaffirmed loyalty to the APC and called for a free, fair, and transparent primary process, expressing confidence that the people would ultimately decide in his favour.

A CONSTITUENCY AT A CROSSROADS

According to the aspirant, Ikom/Boki is richly endowed but underperforming economically. He noted that the constituency produces about 7,000 metric tonnes of cocoa annually, alongside plantain, cassava, palm oil, and timber, yet farmers earn far below value due to lack of processing and access to markets.

He described the area as being at a critical turning point, with vast potential tied to agriculture and cross-border trade with Cameroon still largely untapped.

MAJOR CHALLENGES

1. Infrastructure Collapse:
The Ikom–Obudu federal highway has been in catastrophic disrepair for decades, affecting movement, healthcare access, and economic activities. He promised to push for federal intervention.

2. Economic Stagnation:
Absence of processing industries and financial institutions like BOA and BOI. Middlemen take up to 60% of farm value.

3. Youth Exodus:
Rising migration due to unemployment. Plans include job lobbying, business grants, and rehabilitation programs.

DEVELOPMENT PLAN

Short-Term:
- Road reconstruction advocacy
- Primary healthcare expansion
- Health insurance promotion
- Youth business grants
- Food bank initiative

Mid-Term:
- Cross-border trade framework
- Cultural festivals
- Federal job opportunities
- Education and civic programs

Legacy Plan:
- Transparency in constituency funds
- Border security collaboration
- Leadership transition framework

ONE-TERM COVENANT

Bisong pledged a “One-Term Covenant” focused on accountability, transparency, and measurable impact.

STAKEHOLDER APPEAL

He called on traditional rulers, women, and youths for support, emphasizing unity and shared progress.

“I am Hilary Bisong. I am your son. I am ready. Ikom and Boki shall rise together,” he declared.

TRACK RECORD

Bisong highlighted his 12 years of legislative experience, committee leadership roles, and multiple bills as proof of capacity.

POLITICAL SIGNIFICANCE

His declaration sets the stage for a competitive APC primary and introduces a development-focused campaign narrative.
