The Cross River State Police Command has announced a major restructuring of its tactical operations with the establishment of the Violent Crimes Response Unit (VCRU), following a directive from the Inspector General of Police, Olatunji Rilwan Disu.
Addressing senior officers, members of the press, and stakeholders, the Commissioner of Police declared the immediate dissolution of all existing tactical squads in the state, including the Rapid Response Squad, Anti-Kidnapping Squad, and Anti-Cultism Squad. He stated that the decision aligns with ongoing efforts to reposition the Nigeria Police Force as a more professional, accountable, and citizen-focused institution.
The newly established VCRU is designed to operate strictly on intelligence-based policing. According to the Commissioner, no operation will be carried out without credible and documented intelligence authorized by the unit’s leadership and known to the State Command. He emphasized that spontaneous, random, or appearance-based operations are now strictly prohibited.
Personnel of the VCRU have undergone a thorough profiling and vetting process led by Deputy Commissioner of Police Abubakar Arugungu Ibrahim. The unit will be commanded by CSP Titus Udofia, an experienced officer with a distinguished service record across multiple specialized assignments.
In addition to operational restructuring, the Command highlighted its commitment to human rights and the rule of law. Officers of the VCRU have received specialized training on constitutional rights, the Administration of Criminal Justice Act (ACJA) 2015, and international standards on the use of force.
All arrests and detentions, the Commissioner stressed, must strictly comply with the Constitution of the Federal Republic of Nigeria.
To promote transparency and strengthen public confidence, a State Civilian Oversight Board has been established. The board, comprising respected members of civil society, the legal profession, and community leadership, will monitor the general conduct and community impact of the VCRU, receive public feedback, and serve as a bridge between the police and the people. While it will not interfere with operational decisions, it is expected to enhance accountability and trust.
The Commissioner also disclosed that the Command is engaging the Cross River State Government for funding and logistical support necessary to sustain the operations of the new unit, including equipment, vehicles, and personnel welfare. He expressed optimism that the government would respond positively to these needs.
Reaffirming the Command’s commitment to security, the Commissioner pledged that the establishment of the VCRU marks the beginning of a new era in policing in Cross River State—one built on professionalism, intelligence-led operations, respect for human rights, and strong community partnership. He assured residents that the Command remains dedicated to keeping the state safe and stable.
