Member representing Ikom/Boki Federal Constituency in the House of Representatives, Hon. Victor Bisong Abang, has marked his third anniversary in office with the release of a comprehensive account of service highlighting his legislative activities, constituency projects, empowerment programmes, humanitarian interventions and development plans for the future.
In a statement issued on June 13, 2026, exactly three years after he was sworn into the 10th National Assembly, the lawmaker expressed gratitude to the people of Ikom and Boki for the trust reposed in him and reaffirmed his commitment to people-oriented representation.
Abang stated that upon assuming office, he promised to provide accessible, responsive and development-driven representation that would effectively project the interests of Ikom/Boki Federal Constituency at the national level.
LEGISLATIVE INTERVENTIONS
According to the lawmaker, one of the major pillars of his stewardship has been legislative advocacy on issues affecting Cross River State and the constituency.
He listed several motions moved on the floor of the House of Representatives, including a motion on the Nigeria-Cameroon Boundary Dispute aimed at protecting Danare and Biajua communities from territorial encroachment. He also sponsored a motion on the invasion of Okwa community by Cameroonian nationals, which led to calls for increased security presence in the affected area.
Other motions include the call for completion of the NDDC Specialist Hospital in Ikom, dredging of the Calabar Seaport, rehabilitation of the Odukpani Junction-Ekot Ekpene Federal Road and the establishment of a unified checkpoint along the Ikom-Cameroon border road.
Abang further highlighted several bills associated with his legislative activities, including the Elite Sheriff Corps Establishment Bill designed to strengthen the protection of forests and environmental assets.
He also listed bills seeking the establishment of a Federal College of Agriculture and Forestry in Okundi, a Federal Medical Centre in Boki and a Federal College of Education (Technical) in Ikom.
Additionally, he sponsored a bill seeking amendment of the Labour Act to regulate strike actions, picketing and solidarity strikes in a manner that preserves essential services and public safety.
The lawmaker also referenced the National Park Service Amendment Bill which seeks the creation of an independent Okwangwo National Park Unit to enhance tourism development and conservation efforts within the constituency.
HUMAN CAPITAL DEVELOPMENT AND EMPOWERMENT
Abang said his office facilitated numerous empowerment programmes targeted at improving livelihoods across the constituency.
Among the programmes highlighted were Conditional Cash Transfer schemes that benefited 1,000 constituents and the Renewed Hope Nano Grant Scheme which also reached 1,000 beneficiaries.
He disclosed that educational support was provided to 400 students across Ikom and Boki, while 27 Law School students received financial grants to support their studies.
The lawmaker further stated that more than 100 youths benefited from programmes organized through the National Directorate of Employment, while 50 participants took part in the Industrial Training Fund Artisan Skill-Up Programme.
He also facilitated entrepreneurship and small business support initiatives focused on poultry and fish farming as well as the training and empowerment of 100 artisans living with disabilities.
In the agricultural sector, Abang said 1,350 cocoa farmers received agrochemicals to improve productivity, while yam seedlings and irrigation pumping machines were distributed to encourage dry-season farming.
He further highlighted sanitary hygiene education programmes for young girls and a three-day medical outreach conducted in Nde Ward.
According to the lawmaker, his office also distributed ₦48 million as Christmas and New Year support across the 22 wards of Ikom/Boki Federal Constituency and provided food items to 700 vulnerable constituents.
CRISIS MANAGEMENT AND HUMANITARIAN INTERVENTIONS
Abang stated that his office responded to several emergencies and humanitarian situations within the constituency.
He said financial and material assistance was provided to victims of election violence in Mgbabisu.
He further disclosed that relief materials valued at ₦70 million were distributed to victims affected by the devastating Ikom Market fire incident.
The lawmaker also listed financial contributions and support for community development initiatives in several communities, including Okwa, Okwangwo, Beteriko, Abo-Ebam, Okuabang, Bekpor-Irruan, Mfom-Osokom, Egebe Bridge Bumaji and Arungba.
Other beneficiaries included Butatong women, Oku-Aro women, Akparabong community, Ikom town, Yala-Nkum, Akam, Alesi and other communities across the constituency.
EDUCATION PROJECTS
Highlighting interventions in the education sector, Abang said several school infrastructure projects were facilitated across Ikom and Boki Local Government Areas.
In Ikom Local Government Area, these projects include the renovation of St. Stephen Primary School, Nnam; renovation of Community Secondary Commercial School, Okangha; reconstruction of St. Theresa RCM Primary School, Adijinkpor; reconstruction of Egononkor/Esaja Primary School, Nde; construction of classroom blocks at Etikpe Primary School; and construction of classroom blocks in Alesi.
In Boki Local Government Area, projects listed include reconstruction of St. Peter Primary School, Njua Bano; reconstruction of St. Patrick's Primary School, Kakubok; reconstruction of Holy Trinity Primary School, Olum; reconstruction of St. Michael Primary School, Asoben; reconstruction of Government Primary School, Orunghe Bawop; construction of classroom blocks in Bawop and Ubong communities; and construction of classroom blocks in Bekpor-Irruan.
HEALTHCARE INTERVENTIONS
In the healthcare sector, Abang disclosed that critical medical equipment worth ₦350 million was donated to Abo Ebam Health Centre.
He also facilitated healthcare outreach services, solar power installations for healthcare facilities and support for the upgrading of healthcare infrastructure across several communities.
Among the projects listed was the installation of three 10KVA solar power systems at Bansan Isobendeghe Health Centre in Boki Local Government Area.
RURAL INFRASTRUCTURE AND COMMUNITY DEVELOPMENT
The lawmaker highlighted numerous infrastructure projects undertaken or facilitated during the period under review.
These include solar streetlight installations in Ikom 1 State Constituency, particularly in Olulumo, and Ikom 2 State Constituency, especially in Nde.
He also listed solar streetlight projects in Boki 1 State Constituency covering Bnachor/Katabang and Boki 2 State Constituency covering Bunyia-Irruan.
According to him, hundreds of solar-powered streetlights have also been installed across communities such as Okundi, Boje, Irruan, Bawop, Nta-Nselle, Kakwagom, Bashuan, Bendeghe-Afi, Kakwe-Beebo, Yala-Nkum, Ebranta, Isobendeghe and several others.
Other infrastructure projects highlighted include transformer installations in Bawop, rehabilitation of public boreholes across Boki communities, construction of market shops at Edor Market, completion of the Bokalum Town Hall and construction of a guest house in Ekpashi-Nkome, Ikom.
He further listed the construction of a tourist guest house in Buanchor, construction of a principal's quarters in Okubushuyu, construction of a mini stadium in Ekumba Kakwagom, road earthworks on the Kakwagom-Oku Borum-Njua road and road construction with culverts on the Ntamante/Batang-Agba road.
Additional projects include the opening and improvement of the Katchuan-Kakubok road and support for the construction and development of access roads linking Okwa and Okwangwo communities.
TELECOMMUNICATION CONNECTIVITY
Abang also highlighted efforts to improve telecommunications services in remote communities through the facilitation and approval of MTN mini-masts.
Communities listed as beneficiaries include Kakwe Beebo, Bajiki, Bakum, Bamba, Buanchor, Kanyang 2, Katabang, Asuben, Ebranta, Ebok, Bashu, Abo Mkpang, Abo Ebam, Ayimikang Orimekpang Inland, Okwa 1, Okwa 2, Ndimechang, Agba Osokom, Nkim Osokom, Njua Kaku, Mkpura, Osibi, Okosora, Balep and Egomogom.
Others include Ejirawor and several surrounding communities.
He further stated that a second phase of installations is expected to cover Bukalum, Danare, Kebeth Njua, Okubuchi, Effiayong, Abontakon, Agbaragba, Nkpura-Ezabantan and other underserved locations.
EMPLOYMENT AND APPOINTMENTS
According to the lawmaker, employment opportunities also formed part of his interventions.
He disclosed that 11 legislative aides and 28 constituency liaison officers were appointed, while employment opportunities were facilitated for constituents in various federal agencies.
CONFLICT RESOLUTION AND PEACEBUILDING
Abang said his office actively supported peace and conflict resolution initiatives within the constituency.
These efforts include support for the Boje-Isobendeghe boundary demarcation process, sponsorship of peace-building seminars for traditional rulers and community leaders and interventions aimed at promoting communal harmony and peaceful coexistence.
2026 DEVELOPMENT AGENDA
Looking ahead, the lawmaker announced a fresh wave of projects captured in the 2026 Federal Budget.
The projects include the supply of educational materials to schools across Ikom and Boki, training and skill acquisition programmes for women, training of farmers on the safe use of advanced agrochemicals, installation of solar-powered streetlights in Nnam and construction of solar-powered streetlights in Akam community.
Other projects include construction of a Youth Development and Recreation Centre in Bansan-Osokom, construction of a Town Hall in Akparabong, completion of the guest house in Ekpashi-Nkome and completion of the principal's quarters in Oku-Bushuyu.
Also captured are the construction of classroom blocks at a primary school in Nsadop, construction of market stores at Nde Market and Bunyia-Irruan Market, construction of a health centre in Oku-Aro, furnishing of the guest house in Buanchor, erosion control works in Kakwagom, completion of the Town Hall in Katabang, installation of solar-powered streetlights in Ofutop 1, furnishing of the Town Hall in Balep, completion of the Town Hall at Nkpat Bawop and completion of the health centre at Okwabang community.
Abang noted that the projects are aimed at promoting balanced development across the federal constituency while improving access to infrastructure, education, healthcare and economic opportunities.
The lawmaker acknowledged that more work remains to be done in areas such as road infrastructure, healthcare delivery, education, agriculture and employment creation. He, however, assured constituents of his commitment to ensuring that all approved projects are diligently pursued and completed.
"As I enter the next phase of this mandate, I recommit myself to the principles that have guided me from day one: humility, accessibility, accountability, diligence and service," he stated.
The three-year scorecard comes as political activities ahead of the 2027 general elections gradually begin to gather momentum across Cross River State, with elected officials increasingly coming under public scrutiny over their performance and delivery of constituency projects.
